As discussed in section I.F. of the preamble of the FY 2023 IPPS/LTCH proposed rule, we are proposing to use the FY 2021 data for the FY 2023 IPPS and LTCH PPS ratesetting with certain modifications to our usual ratesetting methodologies to account for the anticipated decline in COVID-19 hospitalizations of Medicare beneficiaries at IPPS hospitals and LTCHs as compared to FY 2021. In addition, we considered an alternative approach of using the FY 2021 data as we would ordinarily, without the modifications to our usual ratesetting methodology, which is discussed in section I.O. of Appendix A of the FY 2023 IPPS/LTCH proposed rule. In order to facilitate comments on this alternative approach as well as comments on our proposed modifications to our usual methodologies we are making available various FY 2023 data files. We refer the public to the FY 2023 IPPS/LTCH proposed rule published in the Federal Register for a complete discussion on the data used for the proposed rule and the alternatives considered.
