Section 2707 - The Arkansas Insurance Department will study the cost and utilization of health plans offered on the Marketplace with information derived from the State's innovative tool, the Arkansas All Payer-Claims Database (APCD), and use the services of an actuary consultant to determine whether options exist that could lower premiums and further stabilize the health insurance market in Arkansas through modification of the State’s Essential Health Benefits (EHB) Benchmark plan or through the use of a high risk pool, a reinsurance pool, or both. This significant investigation will allow Arkansas leaders to make informative decisions and recommendations that could potentially stabilize the health insurance Marketplace.
