Section 2707 - The Illinois Department of Insurance will revise and select a benchmark plan for year 2020 focusing on mental health and substance use disorder services, behavioral health treatment, prescription drugs, and rehabilitative and habilitative services and devices. Illinois will work in conjunction with a community-based medical education institution that will recommend a new benchmark plan to maintain comprehensiveness of coverage and generosity of benefits, host a forum for soliciting public comment for state selection of benchmark plans, and where possible use evidence-based benefit designs to address the opioid epidemic. The Illinois Department of Insurance will contract with an actuary to produce an actuarial certification and report affirming that the new Essential Health Benefits (EHB) benchmark plan is equal in scope to benefits provided under a typical employer plan and does not exceed "the generosity of the most generous" among a set of comparison plans, per federal guidance.
