Alabama Health Insurance Marketplace Grants Awards List
Alabama has received two grant awards to build its Health Insurance Marketplace, or Exchange. This includes a Planning Grant and a Level One Establishment Grant.

Establishment Grant Level One Application Summary

Summary: The Alabama Department of Insurance will use funding to support core staff, contracts, and activities around early implementation of the Alabama Health Insurance Exchange. Key activities of this cooperative agreement will include: coordination with the Alabama Health Insurance Exchange Study Commission to develop and implement an Exchange governance model; engaging stakeholders through the creation of a stakeholder group; early implementation of Exchange structures and functions, including financing, consumer functions like the website and call center, day-to-day Exchange operation, and integration with public health insurance programs. The Department of Insurance plans to work closely on this effort with the Governor’s Office of the Health Insurance Exchange, Medicaid, Children’s Health Insurance Program, Mental Health, and the Department of Finance’s Information Services.

- Assess the status of health insurance in Alabama as it relates to the uninsured, the underinsured and the currently insured to determine what the environment will look like in 2014 and what consumer demand for the Marketplace will be.
- Determine the best governance structure for the Marketplace.
- Incorporate a broad-based workgroup and working subgroups of interested stakeholders to assist the Department as it envisions an Alabama Marketplace.
- Seek appropriate legal and regulatory authority to establish an Marketplace.
Administrative Supplement Award Amount: $180,312.00 (December 22, 2011)
Summary: Alabama will use the planning grant supplement award to cover costs necessary to continue work throughout the originally proposed grant period of performance. This request will cover the necessary costs related to salaries, fringe benefits, and travel that will allow Alabama to complete work approved by the original funding request.
