Kentucky Affordable Insurance Exchange Grants Awards List

Kentucky has received five grant awards to build its Affordable Insurance Exchange. This includes a Planning Grant, three Level One Establishment Grants and a Level Two Establishment Grant.

Summaries of Kentucky's applications for each grant are provided below:

Establishment Grant Level Two Application Summary

Level of Funding: Level Two

Summary: Kentucky is receiving a Level Two Establishment Grant to develop a comprehensive consumer and stakeholder engagement and support network, and to create a highly interoperable structure that houses the Kentucky Health Benefit Exchange IT system. The IT system will integrate data exchanges with all of Kentucky's health and human services programs.

Administrative Supplement Award Amount: $35,605,175 (December 17, 2014)

Summary: Kentucky will use the level two grant supplement to support or expand consumer assistance, technology and SHOP efforts.  Kentucky will continue to build on the consumer assistance, outreach and marketing efforts already approved and executed by the state.  Building on lessons learned, the state will create additional marketing materials targeting identified populations and develop brochures, pamphlets, and outreach campaign materials in different languages, retail-based marketing as well as materials that focus on health literacy. The funds will also be used to support enhance federal reporting requirements and to implement a mobile application for the enrollment and eligibility process as well as some targeted outreach to small businesses to better utilize the SHOP functionality.

Summary: Kentucky will use its grant to continue the state's Exchange planning efforts. Much of the funding will be used for Information Technology systems (IT) to support the definition of business requirements, the procurement of an IT planning vendor, assistance with drafting an RFP for procurement of IT upgrades/and or new systems. The State would also focus heavily on outlining business operations for the Exchange.

Kentucky's second Level One Establishment Grant will support an Operational Plan that details the planning, functional, and technical design of its Exchange. The state will create a business and sustainability plan, program integrity plan, a Medicaid Implementation Advanced Planning Document and will build an end-to-end eligibility and enrollment system to serve both Medicaid and Exchange participants. The technical work products include detailed technical and system requirements, reference architecture, application blueprint, integration and interface blue print, data management and subsystem blueprint and a security and risk assessment plan. Funding awarded through this grant will sustain Kentucky's planning efforts for its Exchange.

Kentucky is receiving its third Level One award to assess access to health care services, the current availability of the State's health care workforce, and to ensure the Commonwealth meets future health care needs once the Exchange is implemented in 2014. Additionally, the Commonwealth recognizes the importance of developing a Navigator program capable of facilitating the enrollment of the newly insured and Exchange user population well in advance of the October 1, 2013 open enrollment start date. This funding will support the planning and development of a Navigator program in Kentucky.

• Create an interagency working group.
• Conduct background research and analysis on the uninsured and insured populations in Kentucky.
• Survey health insurance carriers to determine current plan designs and premium levels in the market place.
• Perform economic and actuarial modeling to project trends of newly insured's and the impact of merging the individual and small group markets.
• Visit other States with existing Exchanges to obtain detailed information on the benefits and limitations of each Exchange.
