New Hampshire Health Insurance Marketplace Grants Awards List
New Hampshire has received four grant awards to build its Health Insurance Marketplace. This includes a Planning Grant and four Level One Establishment Grants.

Establishment Grant Level One Application Summary

The New Hampshire Health Plan (NHHP) received funding to enable the New Hampshire consumer assistance program (Covering New Hampshire) to assist in furthering Marketplace establishment activities through the 2015 enrollment period.

Level of Funding: Level One
Summary: New Hampshire’s Level One Establishment grant will fund added workload capacity by hiring consultants to support activity management and technical assistance for Plan Management operations. Grant funds will also support preliminary research regarding Consumer Assistance functions.
New Hampshire’s second Level One Establishment Grant will support further planning, development, and design of a Consumer Partnership Marketplace. Funding will be used to hire consultants to add capacity, manage activities, and provide training and technical assistance related to the planning, start-up, and implementation of the Consumer Partnership Marketplace operations during the grant period.
The New Hampshire Insurance Department’s third Level One funding will support the state’s progress with its State Partnership Marketplace. The funding will be used to add staffing capacity, provide training for staff, prepare recertification standards for qualified health plans, and to perform background research on continuity of coverage for individuals transitioning from their current plans to the Marketplace.
The New Hampshire Health Plan’s Level One award will provide the needed resources to continue education and outreach activities for the current and subsequent open enrollment period. NHHP will also conduct a marketplace assessment based on the progress to date on engaging and covering the state’s uninsured. Based on research findings, NHHP will build a deployment plan for future Marketplace assistance programming.
This grant will assist in funding an in-person assistance program that prioritizes reaching three key demographics:
- Those who did not purchase benefits during the 2013 open enrollment period and those with qualifying life events
- Young invincibles’ or those between the ages of 26-40
- Small businesses and those with SHOP eligibility
State Planning Grant
Awarded September 30, 2010

Amount Awarded: $1,000,000
- Obtain an impact analysis on public sector program costs and effect on the general fund of the State.
- Inform, educate, and involve stakeholders including a utilization assessment.
- Develop a general public education and outreach plan regarding an Exchange.
- Develop a macroeconomic model to predict plan migration, analyze the effect of New Hampshire insurance mandates, and identify and quantify risks of adverse selection and insurance market disturbance.
- Exchange and analysis of budgetary impacts on State as well as appropriate internal and external controls.
- Obtain analysis of current State laws and regulations relevant to Exchange and a summary of policy and legislative recommendations for establishing an Exchange and Affordable Care Act implementation.
