New Jersey Affordable Insurance Exchange Grants Awards List
New Jersey has received two grant awards to build its Affordable Insurance Exchange. This includes a Planning Grant and a Level One Establishment Grant.

Establishment Grant Level One Application Summary

Level of Funding: Level One
Summary: New Jersey will use its Level One Grant to continue the planning efforts begun under its planning grant. New Jersey intends to close the identified IT gaps, gather stakeholder input on specific decision points, detail a financial management plan, establish audit and fraud detection procedures, develop reinsurance and risk adjustment plans, research Medicaid network issues, analyze projected plan costs and utilization, and further develop plans and standards for plan management, including options for defining Essential Health Benefits.

- Research the number, demographic and health characteristics of New Jersey residents who will be eligible and likely to enroll in Medicaid or FamilyCare and subsidized and unsubsidized Exchange products (through individual and small employer Exchange(s)) in New Jersey.
- Conduct forums and on-line surveys to obtain stakeholder input into the design of Exchange(s) in New Jersey.
- Engage experts in benefit design, building provider capacity to accommodate the anticipated enrollment, transitioning existing Medicaid clients into the Exchange, coordinating with social services programs, and reviewing alternative delivery models.

Summary: New Jersey will use the additional funds to procure a consultant necessary for the gap analyses required under the Health Insurance Exchange planning grant.
