  1. FY 2017 FINALIZED Hospital Wage Index Development Timeline
    Note: This timetable follows the changes finalized in the FY 2016 IPPS Final Rule.
    • Hospitals have until September 2, 2015 to request revisions to the wage data posted in the Preliminary May S-3 PUF and Preliminary Cy 2013 Occupational mix Survey data PUF.

    Following are finalized changes to the timeline and pension policy in the FY 2016 IPPS Final Rule:

    • Hospitals have until October 15,2015 to submit revisions to their defined benefit pension plans that are included in the wage index.
    • Instead of the 3-year average being centered on the base cost reporting period for pension contributions for the wage index, we finalized that, for FY 2017 wage index and all subsequent FY wage indexes, the 3-year average would be based on pension contributions made during the base cost reporting period plus the prior two cost reporting years.
  2. FY 2017 Preliminary Wage Index PUFs: Contains the preliminary Worksheet S-3 cost report wage data and the Calendar Year 2013 occupational mix survey data.
  3. Three Year MGCRB Reclassification Data for FY 2017 Applications: Contains the three year average hourly wages used for FY 2017 MGCRB geographic reclassifications.

  5. FY 2017 January 29, 2016 Wage Index PUFs: Contains the following: January worksheet S-3 cost report wage data, calendar year 2013 occupational mix survey data, January deleted Worksheet S-3 cost report wage data and January deleted occupational mix data.
  6. FY 2017 January 29, 2016 Average Hourly Wage Comparison PUF: Contains the FY 2017 preliminary occupational mix adjusted CBSA Average Hourly Wages (AHWs) and the FY 2016 final occupational mix adjusted CBSA AHWs.

  9. FY 2017 April 21, 2016 Wage Index PUFs: As of April 21, 2016, this file contains the FY 2017 Worksheet S-3 cost report wage data, Calendar Year 2013 Occupational Mix survey data, deleted Worksheet S-3 cost report wage data, and deleted occupational mix survey data.
  10. Lugar Hospitals in Counties that Qualify for an Outmigration Adjustment  for FY 2017: Beginning with FY 2010, this table lists each Lugar hospital (deemed urban under section 1886(d)(8)(B) of the Act) that is located in a county that qualifies for an outmigration adjustment; the 3-year period for which the hospital is eligible for the outmigration adjustment; and whether or not the hospital accepted the outmigration adjustment in lieu of its urban status for each year of its 3-year eligibility. Please note that in the FY 2012 IPPS final rule, CMS finalized a policy that allows a Lugar hospital that is eligible for and accepts the outmigration adjustment to automatically waive its urban status for the 3-year period for which the outmigration adjustment is effective.

  13. FY 2017 Final Rule Average Hourly Wage Calculator (includes Occupational Mix AHW Calculator) – These spreadsheets can be used to calculate a hospital’s unadjusted and occupational mix adjusted average hourly wage used in the FY 2017 wage index.
