Memorandum Summary
CMS is committed to reinvesting civil money penalty (CMP) funds for projects to support the quality of care and life for nursing home residents in a consistent and equitable manner. Therefore, we are revising the structure of the CMP Reinvestment Program (CMPRP), including:
• Allowable Uses of CMP projects – CMS is updating the criteria for categories of allowable uses by
adding maximum funding limits (i.e., caps) for projects. The new criteria is effective immediately
and applies to all new and pending applications.
• Non-Allowable Uses of CMP Funds – CMS is providing an updated comprehensive list of non-allowable
uses of CMP funds.
• Ensuring Internet Access for Residents – CMS is soliciting information from facilities that do
not have facility-wide wireless internet access for residents, to explore the reasons and possible
solutions.
