QASP Provider Enrollment
What is measured?
The various Provider Enrollment QASP standards measure accuracy and timeliness of application processing, accuracy of revocation/revalidation processing, accuracy and timeliness of application appeal processing, change of information timeliness, and accuracy of (Provider Enrollment Chain Operating System (PECOS)) data entry. In 2018, CMS began the use of critical elements.

Trends and Observations
An overall negative trend can be observed from Fiscal Year 2017 – 2019. This is partially due to CMS raising the performance threshold for several of the QASP PE standards, instituting “critical elements” in its scoring methodology, as well as adding a brand new standard related to provider opt-out affidavits in 2018. Overall there has been a decrease in performance of 19 percentage points (24% decrease) since 2017. Every year, except 2018, at least one MAC was in 100% compliance.
