Whether the Intermediary erred in excluding certain contract labor costs, home office costs, and wage-related costs that were claimed by Bon Secours-DePaul Medical Center, Maryview Medical Center, and Mary Immaculate Hospital (collectively, the "Bon Secours Hospitals") and used to calculate the federal fiscal year 2004 wage index for the Norfolk Metropolitan Statistical Area ("MSA").
