Whether RX Home Health Services, Inc. ("RX" or "Provider") should be subject to a two percentage point reduction to its Calendar Year ("CY") 2018 Annual Payment Update ("APU") for failure to meet Home Health Quality Reporting Program requirements in accordance with 42 C.F.R. § 484.225(i) (2015).
