Description
This task order will conduct an evaluation of Medical Savings Account (MSA) plans offered under the Medicare program. MSAs represent an additional choice available to beneficiaries beyond the fee-for-service Medicare and other Medicare Advantage (MA) plans. They combine the features of a high deductible health plan with a personal savings account, with the aim of encouraging a beneficiary to be more judicious in the use of health care services. This evaluation will examine early patterns of enrollment and the development of the MSA market in Medicare. The task order also includes an option to conduct a survey of beneficiaries to compare determinants of plan choice, service utilization, and out-of-pocket spending between MSA participants and beneficiaries enrolled in traditional Medicare and MA plans.
