PPS-Exempt Cancer Hospital Quality Reporting (PCHQR) Program
What’s the PCHQR Program?
The PCHQR program is intended to equip consumers with quality-of-care information to make informed decisions about healthcare options. It is also intended to encourage hospitals and clinicians to improve the quality of inpatient care provided to Medicare beneficiaries by ensuring that providers are aware of and reporting on best practices for their respective facilities and type of care.
How are PPS-Exempt Cancer Hospitals (PCHs) designated?
Eligible hospitals are described in section (1866)(d)(1)(B)(v) and referred to as PPS-Exempt Cancer Hospitals (PCHs). Eleven hospitals have been granted PPS-Exempt Cancer Hospital designation by the Centers for Medicare and Medicaid Services (CMS).
How does the PCHQR Program work?
The PCHQR Program was established by Section 3005 of the Affordable Care Act, which added subsections (a)(1)(W) and (k) to section 1866 of the Social Security Act. Section 1866(k) of the Act establishes a quality reporting program for hospitals described in section 1866(d)(1)(B)(v) of the Act. These hospitals are excluded from payment under the Inpatient Prospective Payment System.
